What Knee Arthritis Treatments Can MediSave Cover in Singapore?
If you have knee osteoarthritis in Singapore, you may be able to use MediSave for more than just a doctor’s consultation.
Osteoarthritis is one of the chronic conditions covered under Singapore’s Chronic Disease Management Programme (CDMP).
For eligible patients, MediSave can be used for qualifying outpatient management of osteoarthritis, subject to prevailing CDMP requirements.
Depending on the patient’s condition and treatment plan, this can potentially include qualifying:
- Doctor consultations
- Investigations
- Medication
- Doctor-referred physiotherapy
- Other components of appropriate chronic disease management
At The Pain Relief Clinic, our doctors work alongside our experienced, AHPC-registered physiotherapists, allowing eligible knee osteoarthritis patients to receive medical assessment and rehabilitation through a coordinated care pathway.
For suitable patients, we offer a:
$650 Knee Arthritis Rehab Programme
with up to $500 MediSave claimable in 2026, subject to individual eligibility and prevailing requirements.
1. Can MediSave Pay for a Doctor Consultation for Knee Arthritis?
For eligible osteoarthritis management under CDMP, qualifying doctor consultations can form part of the chronic disease treatment pathway.
This is important because knee pain should not automatically be assumed to be osteoarthritis.
A doctor may assess:
- Where the pain is located
- How long it has been present
- Whether there is swelling
- Whether there is stiffness
- Walking ability
- Stair climbing
- Ability to stand from a chair
- Previous injuries
- Previous treatment
- Medication history
- Other medical conditions
- Whether further investigation is necessary
The first objective should be to understand the problem before deciding which treatment to purchase.
2. Can MediSave Pay for a Knee X-Ray?
Relevant investigations performed as part of eligible chronic disease management may be claimable under the applicable MediSave rules.
For knee osteoarthritis, an X-ray may sometimes be clinically appropriate.
An X-ray can provide information about structural changes associated with osteoarthritis.
However:
Not every patient with knee pain automatically needs an X-ray.
Imaging should be ordered because it is clinically useful — not simply because it may be claimable.
At The Pain Relief Clinic, a knee X-ray is included within our $650 Knee Arthritis Rehab Programme where clinically indicated.
3. Can MediSave Pay for an MRI?
MRI is generally not required as the first investigation for straightforward knee osteoarthritis.
It may be considered when:
- The diagnosis remains uncertain
- Symptoms do not fit straightforward osteoarthritis
- Another knee condition is suspected
- Additional structural information would change treatment
Singapore also has separate MediSave provisions for qualifying outpatient diagnostic scans.
However, the applicable MediSave category and withdrawal limit can depend on the particular investigation and clinical circumstances.
Patients should therefore check the applicable claim arrangement rather than assuming every MRI falls within the knee osteoarthritis CDMP limit.
4. Can MediSave Pay for Knee Arthritis Medication?
Qualifying medication used as part of appropriate management of an eligible CDMP condition may be claimable under the applicable rules.
Medication may sometimes be used to:
- Reduce pain
- Control inflammation
- Help patients remain active
- Help patients participate more effectively in rehabilitation
The appropriate medication depends on the individual.
Factors such as:
- Age
- Other medications
- Kidney function
- Stomach problems
- Cardiovascular conditions
- Allergies
- Other medical conditions
may influence which medication is appropriate.
Medication should therefore be selected according to clinical need rather than automatically prescribed to everyone with knee pain.
5. Can MediSave Pay for Physiotherapy?
For eligible knee osteoarthritis patients, doctor-referred allied health services such as physiotherapy can form part of the CDMP care pathway, subject to prevailing requirements.
This is particularly relevant because exercise is a key component of knee osteoarthritis management.
Physiotherapy may help with:
- Strengthening
- Mobility
- Functional movement
- Walking
- Stair climbing
- Balance
- Exercise progression
- Home rehabilitation
At The Pain Relief Clinic, physiotherapy is provided by our:
Experienced, AHPC-Registered Physiotherapy Team
working alongside our doctors.
Why AHPC Registration Matters
Physiotherapy is a regulated healthcare profession in Singapore.
The Allied Health Professions Council (AHPC) regulates physiotherapists and maintains the professional register.
Patients should therefore check that their treating physiotherapist is appropriately AHPC-registered and authorised to practise.
AHPC registration provides an independently verifiable professional credential.
It can also be relevant when maintaining appropriate healthcare records for MediSave or insurance purposes.
However:
AHPC registration alone does not make treatment MediSave-claimable.
MediSave eligibility additionally depends on applicable CDMP requirements, clinical indication, medical referral and provider accreditation.
6. Can MediSave Pay for Exercise Rehabilitation?
Exercise is an important part of knee osteoarthritis management.
The MOH CDMP care framework for osteoarthritis specifically includes the prescription and review of an exercise plan.
This can involve a:
Directed or supervised muscle-strengthening or aerobic exercise programme.
The CDMP care framework also states that this may be undertaken by a physiotherapist.
This is an important distinction.
Physiotherapy for knee arthritis is not simply about:
Massage
or
machines.
A meaningful rehabilitation programme should help the patient become:
Stronger
More mobile
More functional
and
More independent.
7. Can Weight Management Form Part of Knee Arthritis Care?
Yes.
Weight and BMI assessment are specifically relevant in knee osteoarthritis management.
For someone who is overweight, reducing excess body weight may form an important part of the overall management strategy.
But there is a common problem:
“I need to lose weight because of my knee, but my knee hurts when I exercise.”
This can create a cycle:
Knee pain
↓
Less activity
↓
Reduced strength and fitness
↓
Difficulty controlling weight
↓
Greater load through the knee
At The Pain Relief Clinic, lifestyle and weight-management counselling can therefore be incorporated into the knee arthritis pathway where appropriate.
Whether a particular weight-management service or treatment is itself MediSave-claimable depends on the applicable MediSave rules.
Patients should not assume that every weight-management service is covered simply because it forms part of their overall health plan.
8. Can MediSave Pay for Shockwave Therapy?
This should not automatically be assumed.
Shockwave therapy may be used for selected musculoskeletal conditions where clinically appropriate, but it is not a standard MediSave entitlement simply because someone has knee osteoarthritis.
At The Pain Relief Clinic, shockwave may be considered in selected circumstances as an adjunct to rehabilitation.
Patients should ask specifically whether a proposed treatment is MediSave-claimable before assuming it is covered.
9. Can MediSave Pay for TECAR Therapy?
The same principle applies.
TECAR-based treatment may sometimes be used as an adjunct within rehabilitation.
However:
Do not assume that an individual treatment modality is MediSave-claimable simply because the patient has osteoarthritis.
Claimability depends on the applicable scheme and requirements.
Our team can explain which components of a proposed treatment plan may be eligible.
10. Can MediSave Pay for Knee Injections?
Knee injections require a more specific discussion.
Treatment options may include:
- Corticosteroid injections
- Hyaluronic acid / viscosupplementation
- Other injection procedures
Whether MediSave can be used depends on the specific treatment, setting, applicable MediSave scheme and prevailing rules.
Patients should therefore ask about the specific procedure rather than assuming:
“I have osteoarthritis, so every treatment for my knee can be paid from MediSave.”
That is not how MediSave works.
11. What About Pulsed Radiofrequency?
Some patients continue to experience significant chronic knee pain despite appropriate conservative treatment.
Selected patients may be assessed for advanced pain-management options such as pulsed radiofrequency.
This represents a different level of treatment from routine physiotherapy.
Whether a particular procedure is MediSave-claimable depends on the applicable procedure and prevailing financing rules.
Our team can advise patients about the relevant billing pathway when such treatment is being considered.
12. Can MediSave Pay for Knee Replacement?
Hospital treatment operates under different MediSave rules from outpatient CDMP management.
Knee replacement surgery may involve:
- Hospitalisation
- Surgery
- Anaesthesia
- Implants
- Medication
- Inpatient treatment
- Post-operative rehabilitation
Applicable MediSave withdrawal limits and insurance coverage therefore differ from the outpatient CDMP limits discussed in this article.
If knee replacement is being considered, patients should obtain a specific financial estimate from the treating hospital and insurer.
Not Everything Called “Knee Arthritis Treatment” Is Automatically MediSave-Claimable
This is one of the most important points to understand.
A clinic might offer:
- Physiotherapy
- Shockwave
- TECAR
- Massage
- Injections
- Supplements
- Braces
- Exercise programmes
- Other treatments
But the fact that a treatment is marketed for knee arthritis does not automatically make it MediSave-claimable.
MediSave eligibility depends on the applicable scheme and requirements.
Before committing to an expensive treatment programme, ask:
“Exactly which components are MediSave-claimable?”
and
“How much can I actually claim?”
How Much MediSave Can I Use in 2026?
As of October 2026, under the MediSave500/700 scheme:
Non-complex chronic condition
Up to:
$500 per patient per year
Complex chronic condition
Up to:
$700 per patient per year
subject to the applicable criteria.
These are annual withdrawal limits.
They are not guaranteed reimbursements for a particular clinic programme.
What Is a Complex Chronic Condition?
The higher limit does not simply apply because your knee arthritis feels severe.
Under the CDMP framework, the complex chronic-condition category depends on specified criteria, such as receiving treatment for multiple CDMP conditions during a visit or treatment for a CDMP condition with a recognised complication.
Therefore:
Severe knee pain does not automatically mean you qualify for the $700 limit.
Eligibility should be determined according to the prevailing CDMP rules.
What Changes From January 2027?
From 1 January 2027, Singapore will increase the annual withdrawal limits.
The current:
$500 limit
will increase to:
$700
for patients without complex chronic conditions.
The current:
$700 limit
will increase to:
$1,000
for patients with complex chronic conditions.
The scheme will also be renamed the:
MediSave Chronic and Preventive Care Scheme
Patients receiving treatment after 1 January 2027 should check the prevailing requirements.
What About the 15% Cash Co-Payment?
Under the prevailing CDMP rules, a 15% cash co-payment generally applies.
There is an important exception.
Singapore Citizens and Permanent Residents receiving eligible CDMP treatment at their enrolled Healthier SG clinic can use MediSave to fully pay the bill up to the prevailing withdrawal limit without the usual 15% cash co-payment, subject to applicable requirements.
Therefore:
“Up to $500 MediSave claimable”
does not mean every patient can automatically deduct exactly $500 from every bill.
Individual circumstances matter.
Can I Use My Family Member’s MediSave?
Eligible patients may also be able to use MediSave belonging to an approved immediate family member, subject to prevailing MediSave rules and authorisation requirements.
This can potentially include MediSave from eligible family members where the applicable criteria are satisfied.
Patients should check their individual eligibility before treatment.

What About Insurance?
MediSave is not the only potential source of healthcare funding.
Depending on the patient’s circumstances and individual policy, physiotherapy or other treatment may potentially be covered under:
- Employee medical benefits
- Corporate flexi-benefits
- Personal accident insurance
- Travel insurance following an eligible injury
- Motor insurance or third-party claims following a road traffic accident
- Other outpatient or rehabilitation benefits
Insurance coverage varies considerably.
Why AHPC-Registered Physiotherapy Can Matter for Insurance Documentation
Treatment by an AHPC-registered physiotherapist provides independently verifiable evidence of the professional registration of the treating physiotherapist.
Depending on the insurer, supporting information may include:
- Doctor referral
- Diagnosis
- Medical records
- Physiotherapy records
- Invoices
- Receipts
- Treatment dates
- Information about the treating professional
Because our doctors and AHPC-registered physiotherapists work within the same care pathway, relevant clinical documentation relating to care received can be coordinated where appropriate.
However:
AHPC registration does not guarantee that an insurance claim will be approved.
Coverage remains subject to the individual policy and insurer’s assessment.
MediSave and Insurance Should Be Considered Before Treatment Starts
If affordability is important, do not wait until the end of treatment before asking:
“Can I claim this?”
Before beginning treatment, consider asking:
Is my condition eligible under CDMP?
Is this particular treatment MediSave-claimable?
How much of my annual MediSave limit remains?
Is there a cash co-payment?
Do I have insurance that may cover treatment?
Does my insurer require a doctor’s referral?
Does my insurer require pre-authorisation?
Are there panel-provider restrictions?
What documents will I need?
This can help prevent unpleasant surprises later.

What To Expect When I Visit The Pain Relief Clinic
A typical visit will involve our doctor first understanding your medical history, concerns and previous experience with other pain treatments.
For patients who have consulted many people but have yet to receive a clear diagnosis, selecting an affordable imaging scan might be recommended to confirm the cause of your pain..
Some patients have already done scans with other doctors for their pain condition but are still not clearly told what they suffer from.
Dr Terence Tan is happy to offer you a second opinion and recommend how best to manage your condition.
We also see patients who already have a confirmed diagnosis from specialist pain doctors, but are "stuck” because treatment options offered are not practical or acceptable.
We can help by discussing options that you might have potentially never been told of.
A common experience is when a patient has already consulted a specialist doctor for pain management and is told to consider orthopaedic surgery which they find too aggressive.
Or they may have seen doctors for their pain and were prescribed painkillers with potential side effects which made them feel uncomfortable.
Many of our patients have also first tried complementary treatments or acupuncture with traditional Chinese pain doctors.
They look for a second opinion after finding any relief experienced from other treatments to be temporary or requiring repetitive treatments, which add up to time and cost.
Especially in such situations, we emphasize using non-invasive medical technology you likely have not been told about .
This can make a big difference to your results.
