MediSave for Knee Arthritis Treatment in Singapore: Complete 2026 Guide
Can you use MediSave for knee osteoarthritis treatment, physiotherapy, X-rays and medication in Singapore?
The short answer is:
Yes. Osteoarthritis is covered under Singapore’s Chronic Disease Management Programme (CDMP), and eligible patients can use MediSave for qualifying outpatient osteoarthritis treatment at participating clinics.
This can include more than just seeing a doctor.
Depending on clinical indication and the prevailing CDMP requirements, MediSave can potentially be used for:
- Doctor consultations
- Relevant investigations such as X-rays
- Medications used to manage osteoarthritis
- Doctor-referred physiotherapy
- Other eligible allied health services related to management of the chronic condition
For someone with knee osteoarthritis, this means MediSave may help fund a more complete treatment pathway rather than simply paying for a consultation.
At The Pain Relief Clinic, doctor assessment and physiotherapy are available within the same coordinated knee arthritis care pathway.
How Much MediSave Can I Use for Knee Osteoarthritis in 2026?
As of 3 October 2026, the MediSave500/700 scheme allows patients to use:
Up to $500 per patient per year
for non-complex chronic conditions.
Up to $700 per patient per year
for complex chronic conditions.
A complex chronic condition generally refers to a patient who:
- receives treatment for two or more CDMP conditions during a visit; or
- receives treatment for at least one CDMP condition together with a recognised complication.
Having severe knee pain does not by itself mean that someone automatically qualifies for the $700 complex-condition limit.
Eligibility depends on the prevailing CDMP definitions.
Important Change From 1 January 2027
The MediSave limits are scheduled to increase from 1 January 2027.
The current:
$500 / $700
limits will become:
$700 per year for patients without complex chronic conditions
and
$1,000 per year for patients with complex chronic conditions.
The scheme will also be renamed the MediSave Chronic and Preventive Care scheme.
Therefore, patients reading this article after 1 January 2027 should check the latest prevailing MediSave limits.
Is Osteoarthritis Actually Covered by CDMP?
Yes.
Osteoarthritis is one of the chronic conditions included under Singapore’s Chronic Disease Management Programme (CDMP).
This is important because knee osteoarthritis frequently requires ongoing management rather than a single consultation.
Treatment may involve:
Assessment → rehabilitation → exercise → medication where appropriate → weight management → reassessment.
CDMP allows eligible patients to use MediSave towards qualifying components of this ongoing care.
What Knee Arthritis Treatment Can MediSave Cover?
MediSave can be used for several categories of treatment under CDMP.
1. Doctor Consultations
Medical consultations related to the diagnosis and management of the patient’s osteoarthritis can qualify.
A doctor may assess:
- Knee pain
- Stiffness
- Walking ability
- Functional limitations
- Joint movement
- Previous treatments
- Relevant medical conditions
- Medication requirements
- Whether investigations are necessary
- Whether physiotherapy or other treatment is appropriate
2. Knee X-Rays
Relevant investigations used to evaluate the chronic condition can qualify under CDMP.
These include radiological investigations such as X-rays where clinically appropriate.
For many patients with suspected knee osteoarthritis, an X-ray may provide useful information about the joint.
However, an X-ray should be performed because it is clinically indicated — not simply because MediSave may cover it.
3. Knee Arthritis Medication
Medication prescribed for management of the chronic condition or its complications can also qualify under CDMP.
The appropriate medication varies between patients.
Factors such as age, other medical conditions, kidney function, gastrointestinal risks, cardiovascular risk and other medications may affect what is suitable.
Medication should therefore form part of an individual medical assessment.
4. Physiotherapy for Knee Osteoarthritis
This is one of the most important aspects of CDMP for people with knee arthritis.
Doctor-referred allied health services for management of an eligible chronic condition can be MediSave-claimable.
Allied health services can include physiotherapy.
This matters because exercise and rehabilitation are important components of knee osteoarthritis management.
Physiotherapy may include:
- Strengthening
- Improving knee movement
- Improving lower-limb function
- Supervised exercise
- Exercise progression
- Movement advice
- Home exercise planning
- Improving confidence with physical activity
At The Pain Relief Clinic, licensed physiotherapists work alongside our medical team, allowing medical assessment and rehabilitation to form part of the same overall care pathway.
Why Is Doctor-Referred Physiotherapy Important?
There is an important distinction between simply purchasing physiotherapy sessions and receiving physiotherapy as part of the management of a CDMP chronic condition.
Under CDMP, eligible allied health treatment is referred by the doctor for management of the chronic condition.
For knee osteoarthritis, this creates a logical pathway:
Doctor assesses knee osteoarthritis
↓
Doctor determines rehabilitation is appropriate
↓
Patient is referred for physiotherapy
↓
Physiotherapist conducts appropriate rehabilitation
↓
Doctor and physiotherapist can reassess progress
This is one reason integrated doctor-and-physiotherapy care can be useful for patients with knee osteoarthritis.
Can MediSave Pay for Lifestyle and Weight Management?
Lifestyle and weight management can be important components of knee osteoarthritis management, particularly where excess body weight contributes to knee loading.
The exact MediSave claimability of an individual service depends on how the service falls within CDMP requirements and the patient’s clinical management.
Patients should therefore not assume that every wellness, weight-loss or exercise service is automatically MediSave-claimable simply because they have osteoarthritis.
At The Pain Relief Clinic, lifestyle and weight-management considerations can be incorporated into the patient’s doctor-led knee osteoarthritis management where clinically appropriate.
The clinic can advise which components of an individual patient’s care are eligible for MediSave claims.
What Is the 15% Cash Co-Payment?
For most CDMP treatment, MediSave does not necessarily pay 100% of the bill.
A 15% cash co-payment generally applies.
For example, on a $100 eligible CDMP bill:
$15 would generally be paid as the required co-payment.
The remaining eligible amount may then be paid from MediSave, subject to the patient’s available annual withdrawal limit and other requirements.
There is an important exception.
Since 1 February 2024, eligible Singapore Citizens and Permanent Residents receiving CDMP treatment at their enrolled Healthier SG clinic can use MediSave to pay their qualifying bill up to the prevailing withdrawal limit without the usual 15% cash co-payment.
Patients should check which rules apply to their individual situation.
Can I Use My Family Member’s MediSave?
In certain circumstances, yes.
MediSave may be used for qualifying outpatient chronic-disease treatment for approved dependants, subject to CPF requirements.
This may include eligible family members such as:
- Spouse
- Parents
- Children
- Grandparents
- Siblings
Specific citizenship or permanent-residency requirements apply in some situations.
Importantly, the annual withdrawal limit applies per patient, rather than multiplying simply because several family members have MediSave accounts.

Please ask our clinic to check how the prevailing rules apply to you.
Why Package Medical Care and Rehabilitation Together?
Knee osteoarthritis isn’t simply an X-ray finding.
It can affect:
- Walking
- Exercise
- Work
- Sleep
- Stairs
- Travel
- Family activities
- Social activities
- Independence
- Overall quality of life
This is why treatment often needs to address more than pain alone.
A coordinated knee arthritis programme can combine:
Medical assessment
Appropriate investigations
Medication where required
Physiotherapy
Exercise and strengthening
Lifestyle and weight management
Progress review
Rather than requiring patients to independently coordinate multiple providers, The Pain Relief Clinic provides medical and physiotherapy care within the same clinic pathway.
Does Using MediSave Mean I Need Expensive Treatment?
No.
The purpose of MediSave eligibility should not be to encourage unnecessary treatment.
Clinical need comes first.
Some patients may require relatively straightforward management.
Others may need a longer rehabilitation programme.
Some patients may continue to experience significant symptoms despite appropriate first-line treatment.
In those circumstances, further assessment may be appropriate.
What If Physiotherapy Is Not Enough?
The Pain Relief Clinic provides a stepped-care approach.
Initial management may include:
Doctor assessment → physiotherapy → exercise → lifestyle/weight management → appropriate medication.
If symptoms persist, the doctor can reassess the patient.
Depending on the diagnosis and clinical circumstances, additional options available through the clinic and visiting doctors may include:
- Additional rehabilitation
- Selected adjunctive treatments
- Shockwave therapy in appropriate situations
- TECAR-based therapy as an adjunct where appropriate
- Corticosteroid injection
- Viscosupplementation / hyaluronic acid injection
- Interventional pain procedures such as pulsed radiofrequency in selected patients
- Specialist consultation
Not every treatment is suitable for every patient, and these additional options should not automatically replace appropriate rehabilitation.
Does MediSave Cover Knee Injections?
The MediSave eligibility of a particular procedure should be assessed according to the prevailing rules, diagnosis, clinical indication and how the procedure is classified.
Patients should not assume that every injection or advanced treatment offered for knee arthritis is automatically claimable simply because osteoarthritis itself is a CDMP condition.
Our clinic can advise patients regarding the anticipated costs and applicable financing arrangements before treatment.
What If I Eventually Need Knee Replacement?
Using conservative treatment does not mean surgery should be avoided indefinitely.
For patients with persistent symptoms that substantially affect function and quality of life despite appropriate conservative management, specialist orthopaedic assessment may be appropriate.
The objective of a conservative knee arthritis programme is therefore not:
“Never have surgery.”
It is:
Use appropriate non-surgical management first when suitable, monitor the response, and escalate when clinically necessary.
Frequently Asked Questions
Can MediSave be used for knee osteoarthritis?
Yes. Osteoarthritis is included under Singapore’s Chronic Disease Management Programme, and eligible patients can use MediSave towards qualifying outpatient treatment at participating clinics.
How much MediSave can I use for knee arthritis in 2026?
The current annual withdrawal limit is up to $500 for patients without complex chronic conditions and up to $700 for patients with complex chronic conditions, subject to prevailing CDMP rules.
Will the MediSave limit increase in 2027?
Yes.
From 1 January 2027, the basic annual limit is scheduled to increase from $500 to $700, while the complex chronic-condition limit is scheduled to increase from $700 to $1,000.
Can MediSave pay for physiotherapy?
Doctor-referred physiotherapy used to manage an eligible CDMP chronic condition can be MediSave-claimable, subject to prevailing requirements.
Can MediSave pay for a knee X-ray?
Relevant radiological investigations such as X-rays used to evaluate an eligible chronic condition can qualify under CDMP when clinically appropriate.
Can MediSave pay for knee arthritis medication?
Medication used to manage an eligible CDMP condition or its complications can qualify, subject to the applicable requirements.
Can I use my spouse’s MediSave?
MediSave can be used for qualifying treatment of approved dependants subject to CPF requirements and the patient’s annual withdrawal limit.
Is there a cash co-payment?
Generally, a 15% cash co-payment applies to CDMP treatment.
The co-payment requirement is waived for qualifying patients receiving CDMP treatment at their enrolled Healthier SG clinic, subject to the prevailing rules.
Does everyone with knee arthritis get $500 MediSave?
No.
$500 is the prevailing annual withdrawal limit for non-complex chronic conditions in 2026, not an automatic entitlement for every treatment programme.
The amount a patient can actually use depends on eligibility, previous MediSave usage during the year, sufficient balance and whether the individual services qualify.
Does severe knee arthritis automatically qualify for the $700 complex limit?
Not necessarily.
The CDMP definition of complex chronic conditions is based on specified criteria, including treatment for multiple CDMP conditions at a visit or treatment of a CDMP condition with a recognised complication.
Severity of knee pain alone should not be assumed to qualify.
Can I use MediSave for the $650 Knee Arthritis Rehab Programme?
Eligible components of the programme may be claimable under CDMP for qualifying patients.
Our clinic can assess your situation and explain the anticipated MediSave and cash components before proceeding.
A Practical Example
Consider a patient who has persistent knee pain affecting walking and stairs.
Instead of simply purchasing repeated physiotherapy sessions, the patient undergoes medical assessment.
The doctor determines that knee osteoarthritis is likely and that an X-ray is appropriate.
The patient’s treatment pathway could then involve:
Doctor assessment
↓
Knee X-ray
↓
Appropriate medication
↓
Doctor-referred physiotherapy
↓
Strengthening and supervised rehabilitation
↓
Lifestyle and weight-management advice
↓
Medical review
This illustrates why MediSave’s coverage of chronic osteoarthritis management can be particularly useful when medical and rehabilitation care are coordinated.

Diagnosis, treatment and investigation requirements differ between patients.
MediSave/CDMP rules, withdrawal limits and eligibility requirements are determined by the relevant Singapore authorities and may change. Patients should confirm their individual eligibility and estimated bill before commencing treatment.
What To Expect When I Visit The Pain Relief Clinic
A typical visit will involve our doctor first understanding your medical history, concerns and previous experience with other pain treatments.
For patients who have consulted many people but have yet to receive a clear diagnosis, selecting an affordable imaging scan might be recommended to confirm the cause of your pain..
Some patients have already done scans with other doctors for their pain condition but are still not clearly told what they suffer from.
Dr Terence Tan is happy to offer you a second opinion and recommend how best to manage your condition.
We also see patients who already have a confirmed diagnosis from specialist pain doctors, but are "stuck” because treatment options offered are not practical or acceptable.
We can help by discussing options that you might have potentially never been told of.
A common experience is when a patient has already consulted a specialist doctor for pain management and is told to consider orthopaedic surgery which they find too aggressive.
Or they may have seen doctors for their pain and were prescribed painkillers with potential side effects which made them feel uncomfortable.
Many of our patients have also first tried complementary treatments or acupuncture with traditional Chinese pain doctors.
They look for a second opinion after finding any relief experienced from other treatments to be temporary or requiring repetitive treatments, which add up to time and cost.
Especially in such situations, we emphasize using non-invasive medical technology you likely have not been told about .
This can make a big difference to your results.
