Can I Get Doctor + Physiotherapy Knee Treatment Using MediSave in Singapore?

If you have knee osteoarthritis in Singapore, you may wonder:

“Can I use MediSave for both the doctor and physiotherapy?”

For eligible patients receiving qualifying treatment for osteoarthritis under Singapore’s Chronic Disease Management Programme:

MediSave may be used for qualifying outpatient osteoarthritis care.

Osteoarthritis is one of the chronic conditions currently covered under the Chronic Disease Management Programme (CDMP).

This can make an integrated treatment pathway involving:

DOCTOR + PHYSIOTHERAPY + REHABILITATION

more financially accessible for eligible patients.

However, there are important conditions.

Not every consultation, physiotherapy session, treatment or procedure is automatically MediSave-claimable simply because you have knee arthritis.

What Is CDMP?

CDMP stands for:

Chronic Disease Management Programme.

It allows eligible patients to use MediSave for approved outpatient management of designated chronic conditions at participating healthcare providers.

There are currently 23 conditions covered, including:

OSTEOARTHRITIS.

CDMP treatment is available through participating healthcare settings including polyclinics, public specialist outpatient clinics and MediSave-accredited private healthcare providers.

This is important because knee osteoarthritis is not treated as merely an occasional episode of knee pain.

It can be managed as a chronic medical condition.

How Much MediSave Can I Use in 2026?

As of October 2026, the annual limits under the MediSave500/700 scheme are:

Up to $500 per patient per year

for non-complex chronic conditions,

and:

Up to $700 per patient per year

for qualifying complex chronic conditions.

A complex chronic condition generally means that the patient has been treated for two or more CDMP conditions, or has a CDMP condition with recognised complications, according to the applicable criteria.

Does Having Knee Osteoarthritis Automatically Give Me $500?

No.

The $500 is an:

ANNUAL WITHDRAWAL LIMIT,

not an automatic subsidy or entitlement to $500 of free treatment.

Your actual MediSave use depends on factors including:

  • Whether your condition qualifies under CDMP
  • Whether the treatment is eligible
  • Whether the provider participates in the relevant scheme
  • How much of your annual limit has already been used
  • Your available MediSave balance
  • Applicable co-payment requirements

If you have already used some of your annual CDMP limit for other eligible chronic-disease treatment, less may remain available.

Can MediSave Pay for the Doctor Consultation?

Qualifying outpatient medical management of osteoarthritis can fall under CDMP.

This is useful because knee osteoarthritis management may require more than physiotherapy alone.

A doctor may assess:

  • Whether osteoarthritis is actually causing the pain
  • Severity of symptoms
  • Walking ability
  • Swelling
  • Range of movement
  • Functional limitations
  • Medication
  • Whether imaging is appropriate
  • Whether physiotherapy is appropriate
  • Whether treatment needs escalation

The medical assessment provides the framework within which rehabilitation can be planned.

Can MediSave Pay for Physiotherapy for Knee Osteoarthritis?

Qualifying doctor-referred allied-health treatment can form part of chronic-disease management under the applicable CDMP framework.

This can include appropriate physiotherapy for eligible osteoarthritis patients.

However:

Not every physiotherapy session is automatically MediSave-claimable.

There must be an appropriate clinical and administrative basis for the claim under prevailing requirements.

Why Doctor Referral Matters

Consider two situations.

Situation A

You independently purchase a general physiotherapy or wellness package.

Situation B

A doctor assesses your knee osteoarthritis and determines that physiotherapy forms an appropriate part of managing your chronic condition.

These are not necessarily treated identically under healthcare-financing rules.

For MediSave purposes, the clinical pathway and applicable CDMP requirements matter.

Why AHPC Registration Matters

Physiotherapists practising in Singapore are regulated by the:

Allied Health Professions Council — AHPC.

At The Pain Relief Clinic, physiotherapy is provided by experienced:

AHPC-REGISTERED PHYSIOTHERAPISTS.

This gives patients independently verifiable professional registration and supports an appropriately documented rehabilitation pathway.

But an important distinction must be made:

AHPC registration alone does NOT make physiotherapy MediSave-claimable.

Claimability also depends on the applicable MediSave/CDMP requirements, clinical indication, doctor involvement or referral where required, provider eligibility and the patient’s individual circumstances.

What Should Knee Arthritis Physiotherapy Actually Include?

If MediSave is being used for healthcare, the objective should not simply be:

“Use my MediSave for treatment.”

The treatment should actually be useful.

Knee osteoarthritis rehabilitation may include:

Functional Assessment

What can you currently do?

Can you:

  • Walk comfortably?
  • Climb stairs?
  • Stand from a chair?
  • Squat?
  • Exercise?
  • Work?
  • Travel?

Strength Assessment

Particularly:

  • Quadriceps
  • Hip muscles
  • Gluteal muscles

Mobility Assessment

Including knee movement and relevant lower-limb mobility.

Exercise Programme

Appropriate progressive strengthening and functional exercise.

Home Exercise

So that progress does not depend entirely on paid sessions.

Progress Review

Is the programme actually improving function?

Why Doctor + Physiotherapist Together Can Be Useful

Knee arthritis can change over time.

Imagine you start physiotherapy but after several sessions:

  • Pain is worsening
  • Your knee becomes more swollen
  • You cannot progress your exercises
  • You cannot walk farther
  • Medication is inadequate
  • Something about the symptoms does not fit straightforward osteoarthritis

If the treatment model consists only of physiotherapy, you may need to arrange another medical appointment elsewhere.

With integrated care, the physiotherapist can work within a pathway that includes medical reassessment.

At The Pain Relief Clinic:

DOCTOR

and:

AHPC-REGISTERED PHYSIOTHERAPIST

can participate in the same overall knee-care pathway.

The Second Doctor Consultation Can Be as Important as the First

The first medical consultation asks:

“What is the problem?”

The follow-up asks:

“Is our treatment working?”

That second question is important.

If you are improving:

Continue.

If you are not improving:

Reassess.

Possible next steps might include:

  • Changing rehabilitation
  • Reviewing medication
  • Addressing weight
  • Obtaining appropriate imaging
  • Considering selected injection treatment
  • Specialist pain-management assessment
  • Orthopaedic referral

This can help prevent months of simply repeating ineffective treatment.

Do I Need an X-Ray?

Not every patient with knee pain requires imaging.

But an X-ray can be useful in selected patients when it helps establish or assess osteoarthritis and influences management.

A doctor can determine whether imaging is clinically appropriate.

The objective should not be:

“Get every test possible.”

It should be:

“Get the tests that help answer a clinical question.”

Do I Need an MRI?

Usually not as the automatic first scan for straightforward knee osteoarthritis.

MRI may become useful when:

  • The diagnosis is uncertain
  • Symptoms are unusual
  • Another structural problem is suspected
  • X-rays do not adequately explain the clinical picture
  • MRI findings may change management

Using imaging selectively can also help control healthcare costs.

What About Medication?

Appropriate medication may form part of knee osteoarthritis management.

For some patients, reducing pain makes it easier to:

  • Walk
  • Exercise
  • Sleep
  • Work
  • Participate in physiotherapy

Medication should be selected according to the individual patient’s medical history, risks and clinical circumstances.

Can MediSave Pay for Everything in My Knee Treatment Programme?

No.

This is an important distinction.

The fact that osteoarthritis is covered under CDMP does not mean:

EVERY TREATMENT FOR AN ARTHRITIC KNEE IS MEDISAVE-CLAIMABLE.

Different treatments may have different eligibility rules.

Some services or procedures may need to be paid for separately.

Patients should therefore ask:

“Which parts of my treatment are eligible?”

rather than:

“Is knee arthritis covered?”

What Is the 15% Cash Co-Payment?

Under the current MediSave500/700 scheme, qualifying CDMP claims generally require the patient to pay:

15% IN CASH.

However, since February 2024, Singapore Citizens and Permanent Residents receiving qualifying CDMP treatment at their enrolled Healthier SG clinic can use MediSave up to the prevailing withdrawal limit without the usual 15% cash co-payment.

This distinction is important when estimating your actual out-of-pocket payment.

Can I Use My Spouse’s or Family Member’s MediSave?

In eligible circumstances, yes.

CPF permits MediSave use for approved dependants, including certain immediate family members, subject to applicable requirements.

The annual withdrawal limit is applied:

PER PATIENT,

not multiplied simply because several family members have MediSave accounts.

For example, having several family members willing to pay does not turn a $500 patient limit into several separate $500 limits.

What Happens in 2027?

There is an important change coming.

From:

1 JANUARY 2027,

the current MediSave500/700 scheme will be renamed the:

MediSave Chronic and Preventive Care Scheme.

The annual limits will increase from:

$500 → $700

for patients without complex chronic conditions,

and:

$700 → $1,000

for patients with qualifying complex chronic conditions.

For patients requiring ongoing chronic knee osteoarthritis management, this may increase the amount of outpatient treatment expenditure that can potentially be funded through MediSave, subject to the applicable rules.

The Pain Relief Clinic $650 Knee Arthritis Rehab Programme

For suitable patients, The Pain Relief Clinic offers a structured:

$650 Knee Arthritis Rehab Programme

designed to combine medical assessment and rehabilitation rather than treating them as separate problems.

The programme includes:

2 Doctor Consultations

for assessment, treatment planning and reassessment.

2 Physiotherapy Sessions

with our experienced AHPC-registered physiotherapists.

Individualised Rehabilitation & Strengthening Programme

based on your symptoms and function.

Lifestyle Counselling

Weight-Management Counselling Where Appropriate

Knee X-Ray Where Clinically Indicated

Medication Where Clinically Indicated

Up to $500 MediSave Claimable*

For an eligible patient in 2026:

Programme price: $650

Up to $500 MediSave claimable*

and therefore:

Cash payment from $150*

may be possible in appropriate circumstances.

However, the word:

“UP TO”

is important.

*Actual MediSave use and cash payment depend on individual CDMP/MediSave eligibility, remaining annual withdrawal limit, sufficient MediSave balance, applicable co-payment requirements, clinical indication and eligibility of the individual services provided.

Why Not Simply Sell 10 Physiotherapy Sessions?

Because before committing to a large block of treatment, it can be useful to determine:

Is rehabilitation actually working?

The initial pathway can therefore be:

DOCTOR ASSESSMENT

↓

PHYSIOTHERAPY

↓

HOME EXERCISE

↓

PHYSIOTHERAPY PROGRESSION

↓

DOCTOR REASSESSMENT.

Then decide what happens next.

What If I Improve?

Good.

The objective may then be to transition progressively toward:

SELF-MANAGEMENT.

That might mean:

  • Continue home exercises
  • Continue walking or other appropriate activity
  • Maintain strength
  • Manage weight
  • Periodic physiotherapy review where useful

Successful knee arthritis management should not necessarily make you permanently dependent on frequent clinic visits.

What If I Don’t Improve?

This is where having medical care integrated with physiotherapy becomes particularly useful.

The question becomes:

Why?

Possible next steps may include:

Reassessing the Diagnosis

Is osteoarthritis actually the primary problem?

Reviewing the Rehabilitation Programme

Was it sufficiently progressive?

Addressing Weight

Where clinically relevant.

Reviewing Medication

Could better symptom control facilitate rehabilitation?

Imaging

Would X-ray or MRI provide useful information?

Selected Injection Options

Where clinically appropriate.

Visiting Accredited Specialist Assessment

For patients who may benefit from advanced pain management.

Orthopaedic Referral

When surgical assessment becomes appropriate.

What If Physiotherapy Isn’t Enough?

There is an important treatment space between:

PHYSIOTHERAPY

and:

KNEE REPLACEMENT.

For selected patients, additional options may include:

  • Corticosteroid injection
  • Hyaluronic acid / viscosupplementation
  • Appropriate image-guided procedures
  • Specialist pain-management assessment
  • Pulsed radiofrequency
  • Radiofrequency ablation

At The Pain Relief Clinic, selected patients can be assessed by our:

VISITING ACCREDITED SPECIALISTS

for advanced pain-management options where clinically appropriate.

MediSave Should Support a Treatment Pathway — Not Drive It

There is an important principle here.

The question should not be:

“What can I do because MediSave pays for it?”

It should be:

“What treatment do I actually need, and can MediSave appropriately help pay for it?”

Healthcare financing should support appropriate care.

It should not determine the diagnosis or encourage unnecessary treatment.

What About Insurance?

Some patients may also have:

  • Employee medical benefits
  • Private outpatient insurance
  • Personal accident insurance
  • Other eligible healthcare benefits

that may cover certain aspects of treatment depending on the policy.

At The Pain Relief Clinic, appropriate documentation for treatment received can include:

  • Doctor referral
  • Diagnosis
  • Clinical records
  • Physiotherapy treatment records
  • Invoices
  • Receipts
  • Relevant medical documentation

However:

Documentation does not guarantee reimbursement.

Insurance coverage depends on the individual policy, exclusions, limits, panel arrangements, referral requirements, pre-authorisation requirements and insurer assessment.

Why AHPC Registration Can Matter for Documentation

When an insurer requests evidence of physiotherapy treatment, professional registration can provide independently verifiable information about the treating physiotherapist.

This can support a coherent clinical record.

But again:

AHPC registration does not guarantee an insurance claim.

The insurer’s policy terms ultimately determine coverage.

Frequently Asked Questions

Can I use MediSave for knee osteoarthritis treatment?

Yes, subject to eligibility.

Osteoarthritis is one of the chronic conditions currently covered under Singapore’s CDMP.

How much MediSave can I use for osteoarthritis in 2026?

The current annual limit is up to $500 for non-complex chronic conditions or up to $700 for qualifying complex chronic conditions per patient.

What counts as a complex chronic condition?

Under the current scheme, the higher limit may apply when a patient receives treatment for two or more CDMP conditions or has a CDMP condition with recognised complications, subject to the applicable requirements.

Can MediSave pay for both my doctor and physiotherapy?

Qualifying medical care and doctor-referred allied-health treatment may form part of eligible CDMP osteoarthritis management.

Individual services still need to meet applicable requirements.

Is all physiotherapy MediSave-claimable?

No.

Having osteoarthritis does not make every physiotherapy treatment automatically claimable.

Does my physiotherapist need to be AHPC-registered?

Physiotherapy is a regulated allied-health profession in Singapore.

At The Pain Relief Clinic, our physiotherapists are AHPC-registered.

AHPC registration itself does not guarantee MediSave eligibility.

Does The Pain Relief Clinic accept MediSave for osteoarthritis?

The Pain Relief Clinic is MediSave-accredited, and eligible patients may use MediSave for qualifying CDMP osteoarthritis treatment subject to prevailing requirements.

How much is the Knee Arthritis Rehab Programme?

The programme is:

$650

and combines two doctor consultations, two physiotherapy sessions, individualised rehabilitation, lifestyle and appropriate weight-management counselling, plus X-ray and medication where clinically indicated.

Can I really pay from $150 cash?

For a patient able to utilise the applicable $500 MediSave amount toward eligible components, a cash amount from $150 may be possible.

The actual amount depends on eligibility, remaining annual limit, balance, co-payment requirements and which services are claimable.

Can I use my spouse’s MediSave?

Eligible family members’ MediSave can be used for approved dependants subject to CPF rules and the per-patient annual withdrawal limit.

Will the MediSave limit increase in 2027?

Yes.

From 1 January 2027, the basic annual limit will increase to $700 and the complex-chronic-condition limit to $1,000.

Can MediSave pay for knee injections?

Do not assume that every injection or procedure is claimable simply because osteoarthritis itself is a CDMP condition.

Eligibility depends on the specific service and prevailing MediSave requirements.

Can MediSave pay for PRF or RFA?

Advanced pain-management procedures have their own financing and claimability considerations.

Patients should confirm eligibility for the specific procedure rather than assuming that CDMP coverage for osteoarthritis makes the procedure automatically claimable.

Can I use insurance together with MediSave?

Potentially, depending on the treatment and individual insurance policy.

Patients should check their policy and applicable coordination-of-benefits rules.

Medical, MediSave & Insurance Disclaimer

This article provides general educational information and does not replace individual medical assessment, diagnosis, financial advice or treatment.

As of October 2026, osteoarthritis is included under Singapore’s Chronic Disease Management Programme. The current MediSave500/700 annual withdrawal limits are $500 for non-complex chronic conditions and $700 for qualifying complex chronic conditions. From 1 January 2027, the respective limits are scheduled to increase to $700 and $1,000.

MediSave use remains subject to prevailing CPF/MOH rules, CDMP eligibility, participating-provider requirements, remaining annual withdrawal limits, sufficient MediSave balance, applicable co-payment requirements, clinical indication and eligibility of individual services.

AHPC registration of a physiotherapist does not by itself make treatment MediSave- or insurance-claimable.

Insurance reimbursement depends on individual policy terms, exclusions, limits, panel arrangements, referral or pre-authorisation requirements and insurer assessment.

What To Expect When I Visit The Pain Relief Clinic

A typical visit will involve our doctor first understanding your medical history, concerns and previous experience with other pain treatments.

For patients who have consulted many people but have yet to receive a clear diagnosis, selecting an affordable imaging scan might be recommended to confirm the cause of your pain..

Some patients have already done scans with other doctors for their pain condition but are still not clearly told what they suffer from.

Dr Terence Tan is happy to offer you a second opinion and recommend how best to manage your condition.

We also see patients who already have a confirmed diagnosis from specialist pain doctors, but are "stuck” because treatment options offered are not practical or acceptable.

We can help by discussing options that you might have potentially never been told of.

A common experience is when a patient has already consulted a specialist doctor for pain management and is told to consider orthopaedic surgery which they find too aggressive.

Or they may have seen doctors for their pain and were prescribed painkillers with potential side effects which made them feel uncomfortable.

Many of our patients have also first tried complementary treatments or acupuncture with traditional Chinese pain doctors.

They look for a second opinion after finding any relief experienced from other treatments to be temporary or requiring repetitive treatments, which add up to time and cost.

Especially in such situations, we emphasize using non-invasive medical technology you likely have not been told about .

This can make a big difference to your results.
